The Ethel stands as a beacon of hope in Hill East, providing permanent supportive housing, workforce training, and essential support for individuals transitioning out of homelessness. Honoring the legacy of Ethel Kennedy, the project reflects a deep commitment to social responsibility while serving as a catalyst for the neighborhood’s revitalization.

Its red brick and cast stone façade draws inspiration from early 20th-century school architecture, creating a sense of familiarity and belonging. The Ethel blends historic design references with biophilic principles and community-focused programming to foster well-being, resilience, and connection.

More than a building, The Ethel represents a holistic approach to addressing homelessness—integrating stable housing with job training and support services. Thoughtfully designed interiors feature vibrant common areas, accessible amenities, and nature-inspired elements that promote inclusivity and community.

The Ethel demonstrates how thoughtful design can foster equity and transformation—empowering residents, strengthening communities, and promoting inclusive urban growth in Washington, D.C.

GTM guided the project, which is located in the Hill East District special purpose zone, through the DC Zoning Commission Design Review process. This zoning framework was established to transform the site of the former D.C. General Hospital into a vibrant mixed-use, waterfront community shaped by the Master Plan for Reservation 13 and the Hill East Design Guidelines.
