In 2020, DMPED (Office of the Deputy Mayor for Planning and Economic Development) issued the Hill East Phase II Redevelopment RFP for the selection of a development team who could transform the area into a vibrant mixed-use community. The RFP was structured into two development bundles. Donatelli Development and Blue Skye Development, with GTM as the architect, was awarded Bundle 1 (Parcels A, B-1, B-2, F-2, and G-2).
As the architect for both Phase 1 and Phase 2 developments in Hill East, GTM has a unique opportunity to help shape a cohesive vision for the neighborhood, ensuring continuity across multiple phases. The design goal is to create a community that feels that it has naturally evolved over time. Phase 1 buildings, located at the southern part of the site, were designed in a traditional style to harmonize with the existing neighborhood. As you move north through the site, there is a progression from traditional building design to a more contemporary style. Parcels B-1 and B-2 have permit-ready drawings, with additional parcels in Phase 2 currently on the boards.
Parcels B-1 and B-2, located in the Hill East District special purpose zone, received DC Zoning Commission Design Review approval in 2024. The intent for the special purpose zone is to guide the redevelopment of the former D.C. General Hospital site into a mixed-use waterfront community (following the Master Plan for Reservation 13 and the Hill East Design Guidelines).
