Anacostia Waterfront Transformation

Phase 1 of the Hill East redevelopment marked the beginning of a long-envisioned transformation along the Anacostia waterfront. Following years of community engagement and planning, the developer broke ground in 2018 with the design and construction of Parcels F-1 (The Ethel) and G-1 (Park Kennedy), along with new supporting public infrastructure. Together, these first two parcels, totaling approximately 2.6 acres, set the stage for the redevelopment of the larger 67-acre Hill East site, formerly Reservation 13, under the Hill East Waterfront Master Plan.

GTM guided the project, which is located in the Hill East District special purpose zone, through the DC Zoning Commission Design Review process. This zoning framework was established to transform the site of the former D.C. General Hospital into a vibrant mixed-use, waterfront community shaped by the Master Plan for Reservation 13 and the Hill East Design Guidelines.
