Parcels B1 and B2, Phase 2 of the 68-acre Hill East development, will help transform the neighborhood into a vibrant, sustainable, and connected waterfront community. Anchored by the new Robert F. Kennedy Linear Park, the project reconnects the site to the Anacostia Waterfront through a walkable streetscape that encourages social interaction and a strong sense of place. Designed to achieve Net Zero Energy with an innovative geothermal system, it reflects a commitment to both architectural excellence and environmental responsibility.

Guided by the Hill East Design Guidelines, the buildings balance timeless character with contemporary design. Classic “base, middle, and top” proportions are expressed by projecting bays, vertically scaled windows, and a refined material palette. Varied façades play with light and shadow to create visual depth, while transparent ground floors activate the pedestrian experience.

Corner towers mark a prominent entry into Hill East, while landscaped roof terraces and a penthouse lounge frame sweeping views to the U.S. Capitol to the Anacostia River. Together, these features establish the project as both a landmark and a gathering place—enhancing daily life while celebrating the neighborhood’s identity and future potential.

The project, located in the Hill East District special purpose zone, received DC Zoning Commission Design Review approval in 2024. The intent for the special purpose zone is to guide the redevelopment of the former D.C. General Hospital site into a mixed-use waterfront community (following the Master Plan for Reservation 13 and the Hill East Design Guidelines).
